# Staff handle work dated in a closed month

## Story

Staff encounter a refusal when posting with a protected date. They move eligible ordinary work into the open period, while Reconciliation carries late effects forward through its own posting rules. The receiving month’s assessment identifies review still required for those effects. If no open destination exists, the effect requires resolution rather than an invisible holding state.
