# Accepting a Blocker Takes Two People

## Context

Accepting an unresolved blocker changes readiness without fixing the underlying financial concern.

## Decision

Accept warnings with one authorized actor and blockers through a request followed by an independent authorized approval.

## Alternatives Considered

Allow one actor to accept blockers. That would remove the recorded independent policy review.

Let the requester specify the approval actor. The completing command must identify the actual approver, and the service rejects supplied approval identities.

## Consequences

Pending acceptance remains active until approval, withdrawal or resolution. Acceptance commands retain request keys and eligible refusal history. Accepted overdue effects remain in clearing even after their overdue blocker is removed.
