## Context

Missing arrivals need scheduled investigation rather than depending solely on manual review.

## Decision

Run detection and cleanup through daily workspace Accounting schedules bootstrapped by the hourly reconciliation handler.

## Alternatives Considered

Require staff to trigger every sweep. Unattended missing money could remain undiscovered.

Create schedules through an independent bootstrap owner. That alternative is not built; current bootstrap is coupled to the attention handler.

At-least-once scheduling relies on condition deduplication rather than a retained reconciliation whole-run result. Missing or paused schedules can leave daily work absent without automatic repair. Readiness still evaluates overdue effects without requiring a completed sweep.
