## Context

Suggestions were implemented and seeded before the module had an accepted recommendation milestone.

## Decision

Recommendation APIs remain an observed implementation awaiting approved product scope and staff administration design.

## Alternatives Considered

Remove the existing recommendation implementation. Removal requires a product choice rather than an examination assumption.

Prepare staff screens before scope approval. No approved milestone currently supplies their product obligations.

## Consequences

Recommendation design retains open intent rather than inferring approval from code. Membership-savings evaluation, flow execution and telemetry retention remain deferred.
