# Keep Governance Records in Committees

## Context

The committee’s work needs its own record even when the delivery mechanism is shared. The cited architecture assumption assigns the business boundary without approving every observed behavior.

## Decision

Committees owns meeting and governance records and their recipient rules, while shared services provide communication, video, file, contact, task and review delivery.

## Alternatives Considered

Use Events registration for committee gatherings. Appointment-based participation and permanent governance outcomes differ from event registration.

Implement dedicated delivery services for Committees. That would duplicate the shared capability contracts and their controls.

## Consequences

Delivery depends on other applications being available and configured for Committees. Committees determines audience, occasion and business meaning; shared services perform delivery.
