# Reuse Shared File Preparation

## Context

Files belong to the shared asset lifecycle rather than a bespoke Committees upload system. The policy for interim links is separate from the current material schema, which does not establish that path.

## Decision

Packet papers and minutes use shared managed file references, with a reserved document-library reference and the recorded interim policy permitting titled web links before the shared upload control is ready.

## Alternatives Considered

Wait for the shared upload control before any packet work. That would make the whole milestone depend on another team’s delivery.

Create a local upload control. It would conflict with the selected shared-control boundary.

## Consequences

The material path still needs evidence or implementation for the permitted title-and-link interim. The stored reference shape reserves a later document-library link without proving that migration or integration is already built.
