# Geographic coverage warnings

## Verification Boundary

The suite exercises browser-side coverage analysis using explicit regional definitions and ordered criteria. It evaluates warnings rather than saving policy or assigning records.

## What This Suite Proves

Assertions cover shadowed postal, state and country coverage, inactive targets, fallback warnings and the displayed evaluation order. No capability scenario is currently bound to the complete warning matrix.

## What It Does Not Prove

Warnings do not establish backend validation, persisted rule order or a passing browser journey. The suite supplies no runtime qualification result in this register.

## Real Dependencies and Test Doubles

The analysis and evaluation-order functions are real; regional definitions and rules are in-memory test inputs. There is no database or service transport.

## Must Not Be Doubled

Coverage comparison and warning generation remain the implementation under assertion. A supplied warning list cannot prove the analysis.
