# A coordinator maintains and releases a regional exception

## Story

A coordinator chooses the chapter that serves a member and enables the override to preserve it. Later address edits leave that exception intact. When the exception is no longer needed, the coordinator releases it and regional processing evaluates the current address. The resulting regional reference also prevents deleting the region while the member uses it.
