consequences:
  - Later-known reruns can present corrections without erasing earlier versions.
  - One generation transaction creates a scale concern that needs measurement.
  - Captured contact characteristics are retained across equivalent reruns.

# Publish Validated Monthly Versions

## Context

A report already shared should remain reproducible, while later corrections need a discoverable revised publication. Versions serve both purposes.

## Decision

Each monthly attempt reconstructs at its configured recording instant and publishes a new version only after validation succeeds in the generation transaction.

## Alternatives Considered

Report from live data: Live reports would change whenever later corrections alter old coverage.

Overwrite a month on rerun: Overwriting the publication would remove the earlier report’s reproducible basis.

## Consequences

Later-known reruns can present corrections without erasing earlier versions. One generation transaction creates a scale concern that needs measurement. Captured contact characteristics are retained across equivalent reruns.
