# Platform hosts evaluation until a consumer package is published

## Context

The architecture calls for evaluation close to the consumer, but a distributable evaluator package is absent.

## Decision

Keep the current hosted evaluation path as an observed interim implementation; distributing the existing internal evaluator remains proposed work.

## Alternatives Considered

Distribute the evaluator before consumer integration: This removes the hosted dependency but needs unfinished packaging; the source does not establish approval to defer it.

Keep every evaluation hosted indefinitely: Permanent remote evaluation departs from the approved consumer-process architecture.

## Consequences

Hosted consumers depend on Platform availability. The plan endpoint supplies complete service plans and version tags. The recorded transaction evaluator and SQL-only check remain distinct paths.
