## Context

Andrew has held member-portal attention work while console attention is available to staff.

## Decision

Serve attention business operations through console access, retain public deployment health, and leave portal-ready declarations without a portal read.

## Alternatives Considered

Implement portal attention now: That would contradict the explicit portal hold.

Restrict personal attention to exceptional staff grants: The approved baseline lets staff read their own attention.

## Consequences

Stored member audiences do not provide a presented portal experience. Portal wording overrides remain refused. Eligibility’s separate member evaluation boundary is unchanged by the attention hold.
