# Header attention bell

## What the Screen Is For

The header bell links staff to required work without returning to Home.

## What It Shows and Lets People Do

The bell uses the Home summary but estimates unread totals from its small item samples. It shows a numeric badge, 99+ for larger uncapped values or 500+ at the cap, and displays up to five leading required items with personal actions and a list link.

## States and Errors

No sampled required items produces the empty popover message, even when an estimated badge remains nonzero. Summary availability determines content; the component does not guarantee its badge equals the authoritative unread count. That discrepancy remains a finding.

## Patterns It Must Respect

Retain the console Popover, accessible count label and shared item row. Advisory and opportunity occurrences do not contribute to this required-work badge.
