# Eligibility rules list

## What the Screen Is For

Configuration hosts the shared eligibility library through its standard resource manager.

## What It Shows and Lets People Do

Search and filters narrow definitions. Show Inactive reveals archived entries, while Show Private Rules reveals consumer-specific definitions. New and Edit open the separate editor, which supports read-only inspection. Individual and bulk archive or restore actions check retire authority.

## States and Errors

The resource manager supplies empty, loading and error states and service refusal feedback. A dependency-blocked archive reports the surviving use and reference counts. Search and filter validation comes from the service contract.

## Patterns It Must Respect

The built ConfigurationManager supplies selection and status actions, with rule-specific filters and badges. Creation and editing use the full-page area screens rather than a list dialog.
