# Allowance Consumption and Notice Delivery

## Verification Boundary

The existing end-to-end file exercises repeated metered requests, allowance crossings, refusal and notice history directly through module services. It does not send requests through the HTTP dispatcher.

## What This Suite Proves

Admitted work can exceed allowance on settlement. Only active local administrators receive notices. Warning and pause messages use customer figures. Combined bindings require every named suite; a component assertion alone does not establish the full experiment.

## What It Does Not Prove

The suite does not establish browser behavior, deployed routing, live model quality or actual recipient inbox delivery.

## Real Dependencies and Test Doubles

PostgreSQL, production request execution, the ledger, crossings, leases, Administrator role assignments and notice copy are real. The model is scripted, captured evidence uses a memory store and the mailbox records messages.

## Must Not Be Doubled

Retain PostgreSQL constraints, transaction behavior and the production persistence or dispatcher path under test. A scripted provider must not replace accounting or authorization.
