## Context

A responsibility may change hands after publication but before the announcement is processed.

## Decision

Platform resolves personal audiences during processing, excludes ineligible people and refuses selection beyond two hundred recipients.

## Alternatives Considered

Producer-side selection can retain stale assignees and duplicate Platform’s responsibility logic. Unlimited staff audiences would turn personal notifications into a bulk broadcast tool.

## Consequences

Processing selects the current eligible responsibility audience. Customer isolation refusals remain visible on the processed request. The system audience is an additional operational path limited to Rhythm’s system workspace.
