# Withdrawal Ends Unsent Work and Never Recalls What Left

## Context

Withdrawn work must stop waiting delivery without erasing what people already received.

## Decision

Withdrawal and replacement stop unsent notification deliveries and retain affected notices as no longer applicable.

## Alternatives Considered

Deleting delivered history would remove the explanation of what staff were told. Ignoring withdrawal would allow stale queued messages to arrive after their business meaning ended.

## Consequences

Delivered inbox items stay readable but leave applicable unread totals. A folded notice survives when another open request still supports it. Definition retirement currently bypasses the full withdrawal path.
