## What the Screen Is For

Plan a notification preview beside required attention items in the shared header bell.

## What It Shows and Lets People Do

This section is planned and absent from the pinned console. The current bell checks attention authority, reads attention summaries and opens attention work. The proposed notification display and actions are not implemented.

The planned notification states have no current implementation in the header bell.

The proposed Popover adds a notifications section beside attention. The proposed preview uses compact inbox rows.
