# Audience settings do not form a lifecycle

## Context

Private and shared describe who can discover a definition. They do not form a one-way progression.

## Decision

Saved-query, view and report audiences are guarded attributes rather than ordered lifecycle states; deletion removes the definition after its own checks.

## Alternatives Considered

Represent private, shared and deleted as a state machine: Audience changes are reversible, and the implementation removes deleted records rather than retaining that state.

## Consequences

The planning lifecycle descriptions need to be interpreted with the recorded finding. Audience restrictions remain in the planning rules and object invariants.
