# Workspace exports admit requests without a generation runner

## Context

The foundation is present, but the runner and customer recovery actions are not deployed. This record describes that boundary rather than approving the resulting blockage.

## Decision

The workspace export foundation implements admission and history ahead of generation and delivery, leaving admitted requests queued and unfinished actions unavailable.

## Alternatives Considered

Hide the export request action until generation is available: The current console still exposes admission; hiding it is a proposed resolution.

Refuse new requests as unavailable: The service currently admits them; refusal remains an option for Product.

## Consequences

One queued request occupies the workspace’s only active export slot. Approval of an interim admission policy is needed before relying on this customer flow.
