What the Screen Is For ​

Issue a reduction against selected billed lines and release receipt money where necessary.

What It Shows and Lets People Do ​

The memo editor selects billing and reduction amounts and issues the reduction through its issue dialog. Released receipt value remains available on its receipt; refund is a separate workflow.

States and Errors ​

Submission creates an issued memo rather than a draft. Refusals identify the invalid line or reduction limit.

Patterns It Must Respect ​

The frontmatter names the components and layout actually used. Confirmation behavior is action-specific, including inline review and direct submission where implemented. The contract records the current console behavior without declaring an approved visual baseline.
