Interim Tax Provider and Ownership Gap
Context
The approved planning scope assigns tax configuration to Accounting, but the default Commerce provider reads a separate configuration.
Decision
Commerce defaults to its interim zone-table tax provider, with optional Accounting calculation, while authoritative configuration ownership remains unresolved.
Alternatives Considered
Use Accounting as the sole provider now. The default runtime choice has not been realigned with that ownership direction.
Confirm Commerce as tax owner. That requires a product decision changing the approved ownership boundary.
Consequences
Accounting editing and default Commerce calculation can use different zone records. Unknown provider configuration is rejected rather than silently falling back.
