Persist bounded review groups
Context
Reviewers need shareable groups rather than isolated pages of pairs.
Decision
Groups store bounded connected components for one review standing and are refreshed with pair changes, preserving the prior identity with the largest contribution.
Alternatives Considered
Group a page of pairs in the browser. Paging would prevent reliable whole-group counting and stable shared links.
Refresh groups later on a schedule. New decisions would leave grouping out of date until the next refresh.
Consequences
Most growth and shrinkage preserve the group link; split and join rules select which identity survives. Larger connected sets carry an indication that the result is bounded. Attention publication waits for metadata registration.
