Context ​

Interactive calculation needs bounded work, while full-count and exclusion totals must not masquerade as complete after truncation. Only the preview people cap is part of the cited approved milestone; additional ceilings are recorded build choices.

Decision ​

Report preview truncation explicitly. Reject a source or exclusion that exceeds the implemented record bound rather than returning an incomplete full result.

Alternatives Considered ​

Silent exclusion truncation changes recipient eligibility. Unbounded counting exceeds the limits this build currently supports.

Consequences ​

The preview’s people and query-record figures can be lower bounds. Count everyone removes the people cap but retains the record ceilings and task budget.

Decision
Previews retain at most ten thousand people with a cap indicator; full counts reject sources above one million records and exclusions above one hundred thousand records rather than truncating them.
