Give Commerce the Coverage Plan
Context
Checkout needs both a domain eligibility answer and a monetary purchase lifecycle. Membership and Commerce provide those different responsibilities.
Decision
Membership prepares coverage and pricing context without amounts; Commerce prices, places and collects, with Membership callers delegating ordering through its port.
Alternatives Considered
Let Membership price its own products: Independent Membership pricing would duplicate Accounting product-price ownership.
Let Commerce decide eligibility: Commerce cannot independently apply Membership grace, continuity and chapter eligibility rules.
Consequences
Officer ordering, decision ordering and renewal billing reuse participant preparation. An incompatible requested operation is refused rather than silently replaced. Domain preparation can be exercised without performing a monetary order.
