What It Does ​

Application deployment registers a complete responsibility catalogue and its role defaults.

The Flow ​

Send the application’s complete responsibility declarations. Validate ownership, scopes, derivation objects, roles and fallback references, then replace defaults and upsert or retire areas atomically. When registration changes, reconcile operational workspaces and refresh gap attention within the time budget.

When Something Fails ​

A rejected invocation fails deployment. No registry update commits. Validation or persistence failure refuses the manifest. No partial declaration set commits. Log failed workspaces and defer remaining work after thirty seconds while returning successful registration. Deferred workspaces retain earlier defaults and gaps until later reconciliation.

Open Design Questions ​

Platform can register its own declarations in process; the initial phase declares none.
