Definitions Are Registered at Deploy and Retired, Never Deleted
Context
Applications release independently and must declare their announcement types without changing Platform for every type.
Decision
Application deployment registers a validated definition manifest and retains omitted definitions as retired history.
Alternatives Considered
Definitions embedded only in Platform would require its release for every application announcement change. Removing declarations would erase the context needed to interpret retained requests and notices.
Consequences
Bad schemas and example rendering are rejected during registration. The declaration registry is shared; reconciliation storage has separate job-policy exceptions. Retirement currently settles requests without full notice withdrawal and needs its recorded product decision.
