What It Does ​

Application release registration submits the complete notification manifest.

The Flow ​

When Something Fails ​

The hop rows identify each retry boundary, any state left behind and the available observer. An identical release leaves registry content unchanged. Registry writes are atomic per manifest; subsequent retirement cleanup can overlap live acceptance.

Open Design Questions ​

Platform registers its own test, responsibility and provisioning definitions through the same intake.
