Expose the retained reduction-memo draft editor and its unsupported preparation path.

What It Shows and Lets People Do ​

The route loads an existing memo into the common editor. Its draft save and issue paths are disconnected because creation already produces an issued memo.

States and Errors ​

Draft save reports missing connectivity. The retained route does not establish an implemented memo-draft lifecycle.

Patterns It Must Respect ​

The frontmatter names the components and layout actually used. Confirmation behavior is action-specific, including inline review and direct submission where implemented. The contract records the current console behavior without declaring an approved visual baseline.
