What the Screen Is For ​

Issue additional charges against existing billing with their tax determination.

What It Shows and Lets People Do ​

Staff choose the billed document and additional charge rows, then use the issue dialog. The service computes tax for those added charges.

States and Errors ​

Creation returns an issued memo. Invalid charge or accounting context is reported by the service.

Patterns It Must Respect ​

The frontmatter names the components and layout actually used. Confirmation behavior is action-specific, including inline review and direct submission where implemented. The contract records the current console behavior without declaring an approved visual baseline.
