Fixture Pricing Adapters and Conditional Runtime Wiring
Context
Pricing dependencies were introduced behind ports before all owner services were wired. A supported factory is different from evidence that a deployed environment uses it.
Decision
Membership and handler factories remain fixtures, while display eligibility selects real Platform transport only when its environment is configured.
Alternatives Considered
Disable fixture-backed qualification and handlers until their owners are connected. This remains the recommended product choice for binding work rather than an implemented refusal.
Consequences
Configurable member and handler settings can lack real deployed dependency behaviour. Port adapters can be replaced without changing their calling pricing contracts.
