Tax configuration remains a transitional Accounting responsibility
Context
The product realignment assigns tax determination and configuration to Commerce while retaining financial treatment in Accounting. The pinned implementation still offers editable Accounting tax setup.
Decision
Classes, zones and rates remain editable in Accounting while the transfer is unresolved. Rate-to-unit payable mappings remain embedded in rate setup; Accounting retains the financial mapping and document tax responsibilities.
Alternatives Considered
Immediately make Accounting tax setup read-only. No examined replacement and transfer contract establishes how existing users would maintain setup.
Separate payable mapping before the transfer. This is a proposed direction, not an implemented migration; Product must settle it with the transfer plan.
Consequences
The observed ownership overlap remains an open disagreement with the realignment.
Replacing a zone creates new rate identities and can lose payable destinations for earlier issued tax lines.
The configuration screens remain in Accounting at the pinned console revision.
