Preserve Decided Governance Records
Context
The recorded governance history must retain what the committee approved. Source headers declare database freeze and deletion protections, but the migration definitions and grants were not inspected here.
Decision
The design preserves motion text after opening and approved or decided records after their result, using new revisions, amendments or rescissions to correct them rather than rewriting their recorded meaning.
Alternatives Considered
Permit in-place edits with audit history. That changes the visible decision or approved text that the permanent record is meant to preserve.
Depend solely on service checks. Other database writers could bypass an application-only guard.
Consequences
Declared trigger protection needs migration evidence before it is certified for every writer. The lifecycle participant declares a reserved purge function for protected governance rows. Correcting a decided account creates a linked new record instead of replacing its body.
