Document the Current Submissions Subject Boundary
Context
The design records whether an operation is published and why. A subject registration and a review receiver are visible, but those do not by themselves prove compliance with the operation publication standard.
Decision
No inspected route declares a Submissions operation binding; four owned subject kinds provide the existing review boundary, while an approved publication exemption remains unestablished.
Alternatives Considered
Publish nomination and seat-application creation bindings. The current implementation uses owned subject kinds; whether that is a sufficient alternative needs the standard’s approval.
Publish staff governance mutation bindings. They currently represent staff administration rather than declared form intake.
Consequences
Every route entry retains its observed publication status and proposed reason. New or existing self-service intake needs a publication assessment against the approved standard.
